The UK e-invoicing mandate: what is confirmed and what is still to come

The UK government has confirmed that all VAT invoices for business-to-business and business-to-government transactions must be issued as e-invoices from April 2029, and that Peppol will be the core interoperability network. The detailed rules are not out yet: an implementation roadmap is due at Budget 2026 on 28 October 2026, and HMRC plans full guidance, standards, technical specifications and legislation by the end of 2027 to 2028.

What has been confirmed

  • Budget 2025 announced mandatory e-invoicing for all VAT invoices for business-to-business and business-to-government transactions from 2029.
  • HMRC’s 2026 Transformation Roadmap update gives the start as April 2029.
  • VAT invoices are typically issued for B2B and B2G transactions, not to consumers, and the smallest businesses that are not VAT-registered will not be obliged to adopt e-invoicing.
  • The government has announced that Peppol will be the core interoperability network for e-invoicing in the UK.
  • The UK will use a decentralised model: e-invoices pass from the supplier’s software to the customer’s, rather than through a central government platform.
  • Real-time reporting of invoice data to HMRC will not be introduced alongside the mandate in 2029.

What has not been decided or published yet

As of 24 October 2026, the implementation roadmap, the e-invoice standard and data fields, and the legislation have not been published.

  • The implementation roadmap and its milestones are due at Budget 2026, on 28 October 2026.
  • Whether the UK adopts an existing standard (respondents pointed to EN 16931) or designs a UK-specific one is still under review.
  • Full guidance, standards, technical specification and legislation are planned by the end of 2027 to 2028.
  • How legacy systems that can’t connect to the network will be treated is still being discussed with stakeholders.
  • Any future real-time reporting would come later and build on the e-invoicing infrastructure.

We will update this page after the Budget 2026 roadmap is published.

What it means for AP inboxes

Today most supplier invoices arrive as PDFs by email, and the consultation does not treat PDF, Word, image or HTML invoices as e-invoices. From April 2029, VAT invoices from UK VAT-registered suppliers are expected to arrive as structured data, with Peppol as the core network, so AP teams will need software that can receive them.

  • Ask your accounting or AP software provider how it will receive Peppol e-invoices.
  • Clean up supplier master data now: VAT numbers, legal names and addresses are the fields a structured invoice will be checked against.
  • Keep matching and approvals: an e-invoice arrives as data, but it still has to match the purchase order and what was received before you pay it.
  • Plan for a mixed inbox: suppliers that are not VAT-registered don’t issue VAT invoices, so their invoices are outside the mandate.

Where Aequo AP fits

Aequo AP is accounts payable automation for SMB and mid-market finance teams, with integrations for the major accounting systems and ERPs. Its Xero integration is live: approved invoices are created as bills in Xero, which stays your system of record.

Today Aequo AP reads invoices that arrive by email, upload or API, matches them to purchase orders and receipts, and routes them for approval. It does not yet receive invoices over the Peppol network. We will publish its plans once HMRC’s standards are out.

Aequo AP does not:

  • Receive or send Peppol e-invoices today
  • File VAT returns or act as Making Tax Digital software

Frequently asked questions

When does e-invoicing become mandatory in the UK?

From April 2029, for all VAT invoices on business-to-business and business-to-government transactions.

Is the UK e-invoicing mandate confirmed?

Yes. It was announced at Budget 2025 and confirmed in HMRC’s 2026 Transformation Roadmap update. The detailed rules will follow in a roadmap at Budget 2026 and in guidance and legislation by the end of 2027 to 2028.

Will the UK use Peppol?

Yes. The government has announced that Peppol will be the core interoperability network for e-invoicing in the UK.

Does the mandate apply to small businesses?

It applies to VAT invoices, so VAT-registered businesses of any size are in scope. Businesses that are not VAT-registered and don’t issue VAT invoices will not be obliged to adopt e-invoicing.

Will HMRC require real-time reporting of invoices?

Not in 2029. The government will not introduce real-time reporting alongside the mandate. It may consider it later, building on the e-invoicing infrastructure.

Is a PDF invoice an e-invoice?

No. The consultation states that invoices in PDF or Word formats, images, HTML invoices and OCR scans are not e-invoices. The exact UK format is still to be set.

Does the mandate apply to invoices to consumers?

No. It covers VAT invoices, which are typically issued for business-to-business and business-to-government transactions, not business-to-consumer sales.

Check supplier invoices before they become bills

Aequo AP captures supplier invoices, matches them to purchase orders and receipts, routes approvals and flags exceptions and duplicates, then creates the approved bill in your accounting system.
